LL Redefine Renovation & Design Sdn. Bhd (LLRRD) has recently earned the renewal of its CIDB License from the Lembaga Pembangunan Industri Pembinaan Malaysia, making it a legitimate contractor in carrying out construction-related work.
Since July 1995, it has been mandatory for all contractors, be they local or foreign, to register with the Malaysian Construction Industry Development Board (LPIPM) or CIDB under Section 25 of Act 520 (Amendment 2011). A person or company who carries out and completes any construction work without being registered shall be guilty of an offense and, on conviction, be liable to a fine not exceeding RM50,000.
Dylan Lim, the LLRRD Founder, explained that a CIDB license is crucial for its business. The license certifies LLRRD can deliver projects up to a predetermined contract value in a given class of works. The grading is based on construction works, track records, and available capital. The license also will permit LLRRD to participate in a tender or to carry out any of the construction works specified in the certificate. In this case, we could participate in a tender worth not exceeding RM1 Million to RM5 Million for Building Construction (B04), Civil Engineering Construction (CE21), and Mechanical & Electrical (M15) categories. This renewal speaks volumes about the quality of LLRRD projects.
"Of course, the challenges to deploying the projects are always there. To ensure we can maintain the CIDB license, we must consistently have at least 30 CCD points. Achieving this requires us to attend the courses, training, and technical programs organized by CIDB," said Dylan.

There are three main focuses encompassed under Act 520:
Enhancing construction quality through registration of construction personnel as well as skills and competency certification;
Ensuring quality of building material and compliance with standards; and
Contractors and site managers are responsible for ensuring buildings' safety during or after the construction work.
